Independent advisory and assessment

DRCL delivers the following services directly, which form the core of its independent offer.

Tender advisory and independent assessment

DRCL advises bidders and client organisations on tender requirements and strategy, and independently assesses submitted tenders, evaluating each bid on its technical merit against the specification and relevant standards. Because DRCL has no equipment stake in the outcome, procuring authorities and operators alike can rely on its scoring and technical review as impartial.

Compliance, gap analysis and equipment requirements

Working from the NCEC minimum standards and international good practice, DRCL conducts a gap analysis of a facility’s existing capabilities, defines the equipment and manpower required to achieve compliance, and carries out equipment replacement audits to identify and programme the renewal of ageing or non-compliant assets. The specified equipment reflects the site’s protection needs rather than a vendor’s range.

Audit: safety, equipment and asset management

DRCL undertakes ISO 45001 (occupational health and safety management system) audits, equipment replacement audits, and asset management and maintenance audits and consultancy. This extends to planned preventative maintenance (PPM) regimes, inventory integrity and demonstrable readiness, so that a client can show equipment and personnel are fit for deployment rather than merely present on an inventory.

Planning, risk and resilience

DRCL assesses and, where required, rewrites oil spill contingency plans (OSCPs) and produces desktop environmental risk assessments that enable site-specific tactical plans and resilience assessments. The emphasis throughout is on connecting a written plan to a capability that will function under real operational conditions, which is the recurring gap between paper compliance and genuine preparedness.

Research, reporting and capability statements

Drawing on an academic-practitioner grounding, DRCL researches best practice and produces academic papers, practical reports, and capability statements that withstand technical and regulatory scrutiny. The same rigour that supports a peer-reviewed paper is applied to an operator’s internal report or bid submission.

Exercises, training and delivery

Exercise design, planning and delivery

DRCL designs, plans and delivers exercises directly. Scaled to the requirement, these range from tabletop exercises through worst-case-scenario (WCS) field exercises to equipment deployment drills; DRCL delivers smaller exercises alone, while larger or multi-agency programmes can be resourced with partners, with design and delivery capability remaining DRCL’s own.

Certified training (in collaboration)

Certified training is delivered through collaboration with accredited training partners: DRCL provides the practitioner expertise, scenario design and coordination, while the accredited partner supplies the certificated course material and awarding-body certification. On this basis, DRCL delivers Oil Pollution Preparedness, Response and Co-operation (OPRC) training, Hazardous Waste Operations and Emergency Response (HAZWOPER) and HNS training, and Incident Command System (ICS) training. The arrangement gives clients access to certificated courses through a single independent point of contact, and it keeps DRCL’s advisory and assessment work at arm’s length from the organisations whose equipment and courses it may later be asked to evaluate.
